On a return visit, compare content hashes or use the changes feed when its starting snapshot matches yours. A changed page needs rereading. A removed page is not proof that a venue closed.

Fetch only what the task needs, preferably one request at a time. Respect Cache-Control and reuse cached responses. If you saved an ETag, send it with If-None-Match; a 304 response means your cached copy can be reused. Honour Retry-After on a 429 or 503 response, and stop repeated retries of a 404. Check the event feed's window and generated date before relying on it. A stale feed is a reason to check the operator.
